Beaumont Parish Council April 2006

The Annual Assembly was held on 21st April in the Village hall.

The Chairman’s report outlined the problems which the Parish encountered during the past year mainly by travellers but emphasized that the difficulties had produced positive results. The field has now got the protection of a gate and Wass’s Corner is in the process of being landscaped. The Council continues, however, to be disturbed by the lack of support given to Parishes by Local and District Councils.

The area around the Village sign has been cleared and planted thanks to Doreen Udell, helped by Ross, Tracy and her family. We are very grateful to them. The project was financed from the revenue of the millennium sign fund, which is now closed.

Jan and James Wright and Ruth and Jeremy Webster were thanked for again supporting the Village by maintaining Chapel Road and Oak Corners.
A mass of help is waiting for the go ahead to begin work at Wass’s Corner. Top soil is there, thanks to Mr Mills and Trevor Wrycraft has produced a revised plan for planting. David and Gavin Day will clear the site of hardcore when we begin work.
The New Year’s Party was a great success thanks to Jane and Tracy and will be repeated.

The fete will again take place on August Bank Holiday Monday. We hope that everyone will again be available to help and you are asked to confirm with Ben and Bridget Fisher or myself. New ideas are welcomed and more help is needed this year. Please come forward and volunteer.

The footpaths are greatly improved, thanks to David Day and Trudy and John Carr taking on the responsibility for cutting the main verges. Bob Cole continues to closely monitor the condition of the paths and liaise with E.C.C. when necessary.
Lynda Wisdom was thanked for her continued hard work as Clerk. Although she has moved away she continues enthusiastically to support us. She reported that the Annual account would be delayed because the bank had yet to supply a March statement but a provisional account was submitted showing that we were in a sound financial position.

Dogs

Dog owners generally uphold the required code when walking their dogs locally, although there are exceptions which have caused us to receive complaints.
Owners are asked to follow the code

  1. Keep dogs under control on Highways and footpaths (on a lead where necessary)
  2. Do NOT allow dogs to wander onto crops. Do not allow animals to foul footpaths.
  3. Carry a bag to take waste home

There are notices concerning fouling around the Village and the Dog Warden could be brought in to deal with offenders

Right to Roam.

There is some confusion as to the meaning of this Law. Simply put, however, the fact is there is NO AREA in the Village, other than marked footpaths, where there is a Right to Roam. There is no specified Common Land. The law does not provide free access to farmland and we may only walk unmarked “paths” on farmland if permitted by the land owners. Please respect our countryside and allow us to continue to benefit from the comfortable way in which we live.

Broadband

A strongly worded letter has been sent to B.T. concerning the erratic provision of Broadband in the Village. It was emphasized that Children attending local schools were disadvantaged against their Peers since schools now set work assuming access. An urgent update was asked for.

Web Site

The Committee approved a Web Site constructed by Paul Macey. It will be launched as soon as it is completed and the address registered. When launched you are invited to contribute to it.

The next meeting of the Parish Council is 19th June in the Village Hall at 7pm
